Federal laws apply to companies that function across state lines. State laws aplly only within the jurisdiction of the state. There is a lot of variety in employment laws in each of the states. For example, minimum wages are different in the various states.

In general, you must observe both Federal and State law.
If the laws are different, but not contradictory, the stricter of the 2 laws applies. In other words, a State can pass a law that is more restrictive than a Federal law.
If the laws contradict each other, the Federal law must be adhered to.
